The criticism comes after Arsenal had previously impressed in their 3-0 victory over Real Madrid in the quarter-finals.
The early goal from Dembele stunned the home crowd into silence, creating a stark contrast to the electric atmosphere witnessed during their previous European encounter.
Arsenal fans had been in full voice during their impressive 3-0 win over Real Madrid at the Emirates.
However, Tuesday night's performance failed to inspire similar support from the stands.
Rooney highlighted this difference in his post-match analysis, noting how the subdued crowd contributed to an overall disappointing display.

"Against Madrid they were excellent but today they were subdued and it was an anticlimax," Rooney said.
The 39-year-old felt the match failed to live up to expectations on multiple fronts.
Rooney was particularly critical of the lack of vocal support from Arsenal fans during the match.
"The players need help. I thought the fan here against Madrid was the best I'd heard it. They gave a massive amount of energy but tonight they didn't give them that same energy - it can be the difference," he said.

"The fans have been a lot - and I am not blaming them - but if they brought the same energy from Madrid, it could have given them a lift."
PSG were "by far the better team" according to Rooney, who felt they "could have won by two or three."
Rooney went further in his criticism, suggesting Arsenal suffer from a deeper issue when it comes to winning trophies.
"I think there is a fear! A hurdle they have to get over," he continued.

Despite his criticism, however, Rooney expressed support for the Gunners in the competition.
"I want Arsenal to win, I hope they win the competition, but they have to go into the game with belief," he added.
Former Arsenal forward Theo Walcott, who joined Rooney on Amazon's coverage, offered his perspective on the disappointing performance.

"A lot of fans will go away disappointed but there was more in it for PSG with how poor Arsenal were at times," Walcott said.
"We noticed a change in the second half, [it had] more of a Champions League feel to it."
Walcott acknowledged the difficult task Arsenal now face in the return leg.
"It is a big ask for them to go and get a result," he admitted.
