Salah's future at Liverpool remains uncertain with his current contract set to expire in summer 2025.
The 32-year-old forward has recently expressed frustration over his contract situation at Anfield.
He suggested that Sunday's victory over Manchester City could be his last meeting with the Citizens at Anfield, amid ongoing uncertainty about his future.
The Egyptian star has indicated he is "more out than in" and expressed disappointment over the lack of progress in contract negotiations.
From January, Salah will be eligible to enter discussions with overseas clubs regarding a potential pre-contract agreement.
Al-Khelaifi's denial comes as PSG continues to focus on building a younger squad for the future.
"We have one of the youngest teams in Europe, if not the youngest, with an average age of 22.5 years," the PSG president told Sky Germany.
