The deal is being described as 'complicated' due to the significant wage demands, but Milan have already approached United to discuss transfer possibilities.
Rashford recently told journalist Henry Winter he was "ready for a new challenge," adding that when he leaves United there would be "no hard feelings."
The forward was absent from Sunday's 2-2 draw with Liverpool at Anfield due to illness, according to Amorim.
His problems with the United manager reportedly began after a night out in Manchester following a 4-0 win over Everton in December, with The Athletic reporting Rashford denied the claims when questioned.
The potential loan move mirrors the recent situation of Jadon Sancho, who departed United for Borussia Dortmund earlier this month.
Milan are keen to strengthen their attacking options, with the club currently struggling for goals in Serie A where they sit eighth in the table.
