According to Bild, Germany was holding a public training session in front of 4,000 fans.
A crossing exercise saw Rudiger marking Fullkrug and the Real Madrid defender is said to have repeatedly pulled the striker down.
A 'tough tackle' from Rudiger is said to have infuriated Fullkrug, who laid on the ground and shouted at one of the German coaches to 'blow the whistle already'.
The altercation continued from there as they were seen 'pushing each other' with assistant coach Sandro Wagner reportedly needing to step in to separate them both.
The heated atmosphere failed to improve after a drinks break with Wagner supposedly trying to calm Rudiger down.
The former Chelsea star then went for a run as opposed to re-joining his team-mates.
Fullkrug had addressed media before the public training session where he was asked about Manuel Neuer's status as Germany's No 1.
The Bayern Munich icon's place in Germany's starting line-up was questioned following friendlies against Ukraine and Greece.

Some have called for Marc-Andre ter Stegen to start ahead of Neuer, who broke his leg in a skiing accident in December 2022.
But Fullkrug insists Neuer has the full support of the Germany playing group.
"We don’t have any of these topics within the team," he said.
