Horner has led Red Bull Racing ever since they were founded in 2005 and is set to take charge of his 20th season in F1 this year.
The team are set to launch their RB20 next week ahead of the new campaign starting in Bahrain in March.
But there are some concerns that the investigation into Horner's alleged 'inappropriate and controlling behaviour' will not be resolved before the car is unveiled on February 15.

Horner vehemently denies the allegations against him and wants to clear his name.
It was announced on Monday that Red Bull were launching their own investigation into the allegations from a female member of staff.
Red Bull said in a statement: “After being made aware of certain recent allegations, the company launched an independent investigation.
“This process, which is already under way, is being carried out by an external specialist barrister.
“The company takes these matters extremely seriously and the investigation will be completed as soon as practically possible. It would not be appropriate to comment further at this time.”
The investigation process was set to be held at the team's headquarters in Milton Keynes, but they've reportedly been forced to move to a different location.
Sky Sports claim it is instead being held at a secret location in 'central London'.
It is reportedly seen as more of a meeting or interview with Horner as opposed to a hearing with the Red Bull team principal.

The 50-year-old is said to be ready to be in the meeting for most of the day and is 'prepared for a second interview' with investigators.
No final verdict is expected by the end of Friday and it's even suggested that the investigation may still be ongoing when Red Bull's car is unveiled next week.
The female member of staff is reported to have already met with investigators where she handed over 'evidence' while being questioned.

Horner is the longest-serving team principal on the F1 grid but some reports have suggested Red Bull GmbH managing director Oliver Mintzlaff could be lined up as a potential replacement.
Red Bull are aiming to continue their dominance in the sport this season having clinched both the Constructors' Championship and Drivers' Championship for two years running.
