Littler took control early in the match, claiming the first break to establish a 3-1 lead.
De Decker, who had never previously progressed beyond the last eight of a European Tour event, fought back with a 15-dart finish on bullseye.
The match saw five consecutive breaks of throw, with Littler eventually holding his own in 12 darts to take command.
Despite De Decker breaking back three times and hitting a 115 checkout, Littler sealed victory by hitting double tops at the second attempt.
The victory marks Littler's 13th PDC title in just 14 months, highlighting his meteoric rise in the sport.
Last weekend, he claimed his maiden UK Open title in Minehead, defeating James Wade in a one-sided final.
He followed this up with a £10,000 nightly winner's bonus in the Premier League in Brighton on Thursday.
"I said after the World Championship, if I don't win anything throughout the whole year, I'm still a world champion," Littler said.
"I'm happy to win the UK Open and come back here and go back-to-back."
Littler's victory extends his unbeaten run in the Belgian tournament to 11 matches.

"I'm very happy to retain the title in front of these great fans," he said after the final.
The teenager's 53 per cent strike rate on the doubles proved decisive against De Decker.

After securing victory, Littler was showered with a bottle of water by De Decker in celebration.

Littler's path to the final saw him overcome Dave Chisnall and James Wade in the earlier rounds.
He had also defeated Luke Woodhouse, while De Decker had impressed by getting past Martin Schindler, Gerwyn Price and Ross Smith.
The teenage sensation will return to action in the Premier League on Thursday when the darting roadshow rolls into Nottingham.
Littler will be hoping to add a perfect leg to his repertoire after Luke Humphries and Rob Cross each won £30,000 for their nine-dart efforts in Brighton.
