Princess Eugenie was "bypassed" by King Charles in a major royal snub, a historian exclusively told GB News.
The Princess of York, 34, and her older sister Princess Beatrice, 35, are not working members of the Royal Family.
However, unlike Beatrice, Princess Eugenie is not a Counsellor of State.
Counsellors of State are usually the Sovereign's spouse and the next four people in the line of succession over the age of 21.

But due to Prince Harry and Prince Andrew stepping back as working royals, Princess Anne and Prince Edward were promoted under the Counsellors of State Act 2022.
This is despite Princess Eugenie being ahead of the Princess Royal and the Duke of Edinburgh in the line of succession.
Marlene Koenig, a royal historian, spoke exclusively to GB News to explain why Eugenie was "bypassed" for this role.
She said: "When Charles became King, he was no longer a Counsellor of State. So, according to the Regency Law, Princess Beatrice moved up to that spot.

PA"Technically Prince Harry should not be on it because he's not domiciled in the UK. But no, Charles does not want to upset the Sussexes.
"Prince Andrew, who is allegedly accused of things, hasn't been removed either."
Koenig added: "Charles got Parliament to pass a law that added an addendum, so to speak in common parlance, that Princess Anne and Prince Edward would become Counsellors.
"So, Anne and Edward were pushed up, bypassing Princess Eugenie, because say for example, if Harry was removed, Eugenie moves up because she's the next in line.

"Then would come Edward and then at this point Anne, because Lady Louise is not 21 yet nor is her brother.
"So King Charles fiddled with that to make it this group of 'working royals'."
In February, Buckingham Palace announced that the monarch had been diagnosed with a form of cancer.
King Charles has therefore paused all public-facing duties, but is still performing constitutional engagements behind the scenes.
LATEST ROYAL NEWS:
Koenig continued: "The King hasn't named Counsellors of State yet because he's still able to do his constitutional duty.
"He gets the red boxes every day, he's met with the Prime Minister. He's probably doing lots of things we don't see.
"Edward and Sophie, Duchess of Edinburgh are out there flying the flag, and Anne is going to be 74 this year. With that said there's fewer faces being seen in the United Kingdom right now.
"The trip to Italy for the Waleses has been cancelled or postponed. Plus, we don't expect the King and Queen to be going to Canada. You've got to be seen to be believed as the late Queen said."
