Sadiq Khan has ruled out providing extra money to fix damaged Ulez cameras, with no further cash set aside in his Greater London Authority (GLA) draft budget.
The Mayor of London said he does not mind people protesting against his green policy, but said it should be done "legally and safely".
There has been a huge influx of damaged Ulez cameras after the £12.50 daily charge was expanded to include Outer London boroughs.
The amount of money Transport of London (TfL) had to spend on repairing vandalised ANPR devices remains withheld.

Khan has previously warned those vandalising cameras about the risk of an electric shock.
"Just to make this point to anybody with concerns around the Ulez. The decision to expand the Ulez was a difficult one, but, in my view, it's the right one," he told MyLondon.
"I'm also all in favour of people protesting, but the way to protest is lawfully, peacefully and safely rather than criminal damage or theft."
He added: "No money's been specifically been set aside for those things in the budget published today."

When asked how much it costs to restore Ulez cameras, the London mayor said he had "not got the figure", but TfL had.
However, TfL refused to disclose the number to avoid giving "further publicity" to those engaging in criminal acts.
A spokesperson for TfL said: "Vandalism is unacceptable and all incidents on our network are reported to the police for investigation.
"Criminal damage to Ulez cameras or vehicles puts the perpetrators at risk of prosecution and injury, while simultaneously risking the safety of the public. Mass events targeting our cameras.
