The 46-year-old had been on the run for the last two decades before he was located at an idyllic Welsh beauty spot last week.
On November 25, he was found in a house in Maenan, North Wales – a village so small it doesn’t have a pub or shop.
He was detained by officers from the National Crime Agency, supported by Counter Terrorism Policing and North Wales Police
The 46-year-old appeared at Westminster Magistrates' Court in London via video link from HMP Belmarsh for his second extradition hearing on Tuesday.

San Diego only spoke to confirm his name and date of birth, with the hearing lasting just two minutes. He will next appear in court on December 31.
He is charged with planting two bombs that were set to detonate an hour apart at a biotech company in Emeryville, California.
The second bomb blew up before it could be defused, though thankfully nobody was injured.
He is also accused of planting a nail bomb at a nutritional products firm in Pleasanton a month later. There were also no injuries reported.

Revolutionary Cells-Animal Liberation Brigade, the group San Diego has “ties” to, claimed responsibility for the bombings.
The 46-year-old was said to be a strict vegan who would never eat meat or food containing animal products.
In 2009, he became the first person suspected of domestic terrorism to be added to the FBI’s "Most Wanted Terrorist" list.
FBI Director Christopher Wray said: “Daniel San Diego’s arrest after more than 20 years as a fugitive for two bombings in the San Francisco area shows that no matter how long it takes, the FBI will find you and hold you accountable.
“There’s a right way and a wrong way to express your views in our country, and turning to violence and destruction of property is not the right way.”
