Residents have been asked to avoid the areas and roads around the school have been closed.
Authorities meanwhile remain at the school.
Police Chief Barnes said: "Today is a sad, sad today not only for Madison, for our entire country. We have to do better."
Police have said there is no ongoing threat to other schools or the surrounding community.
A reunification centre has been set up next to the school building to reunite students and parents.
An investigation remains active and ongoing.
The shooter's family has been cooperating with authorities.
President Joe Biden called the shooting “shocking and unconscionable.”
He said: “We need Congress to act. Now.”
He added: “Congress must pass commonsense gun safety laws: Universal background checks. A national red flag law. A ban on assault weapons and high-capacity magazines.”
