The man is described as white, aged in his early 50s to 60s, with light brown short hair and stubble.
He was found without any identification or personal belongings.
North Yorkshire Police have launched an appeal for information to help identify the deceased.
The man was wearing distinctive clothing which police hope may help identify him, including a multicoloured knitted jumper with a zip and hood.
He was also wearing brown walking boots and blue denim jeans with a brown belt at the time he was discovered.
Police believe he may have been wearing a dark green waterproof coat.
The discovery comes as major incidents have been declared in both Leicestershire and Lincolnshire due to severe flooding.
Leicestershire Fire and Rescue Service responded to more than 200 calls and rescued 17 people on Monday morning.
The Environment Agency issued 193 flood warnings across England.
The incidents occurred amid wintry conditions that have disrupted travel and forced school closures across large parts of the UK.
