Drivers in London are set to be hit with additional costs next month, which could mean motorists will be slapped with a £5 daily charge.

London already operates the Congestion Charge and the Ultra Low Emission Zone which could see drivers charged a daily fee depending on what vehicle they drive and where in the capital they travel.


Drivers are charged £12.50 a day if their petrol or diesel vehicle is particularly polluting and non-compliant with the emissions standards with the Ulez.

The Congestion Charge is also in operation which could see motorists charged £15 for driving inside central London between 7am and 6pm on Monday to Friday and between 12pm and 6pm on weekends and bank holidays.

Motorists could now face more charges when driving in London if they make use of a popular vehicle hire scheme, with rules changing on Monday, September 23.

Zipcar has announced that from that date, cars driven into London's Congestion Charge zone during operational hours will incur a £5 charge.

As part of Zipcar's rental, motorists will be charged a reduced fee for entering the zone during the charging period.

The service has more than 1,000 electric vehicles which are exempt from the Congestion Charge and so will not have to pay the daily fee.

In 2023, more than 33,000 people drove a fully electric car for the first time with Zipcar as the brand aims to achieve net zero emissions by 2050.

Zipcar Roundtrip vehicles which have their Car Club Bay within the Congestion Charge will also not incur the fee. The charge will only apply when it is driving during operational hours.

Transport for London increased the daily fee and changed the operating hours of the Congestion Charge in 2021, with Zipcar covering the fee for all vehicles since then.

In a service update to users, Zipcar said it needed to make these changes because of the continued increasing costs and pass on "a portion of this fee".

Motorists can hire a vehicle with Zipcar for just £6 per hour in London as the brand covers the cost of fuel, parking and insurance.

Transport for London outlines that residents living inside the Congestion Charge zone can qualify for the 90 per cent residents' discount.

Similarly, Blue Badge holders are able to register for a 100 per cent discount if they hold a valid permit, even if they don't own a vehicle or drive.

TfL announced earlier this year that battery electric or hydrogen fuel cell vehicles would no longer be eligible for the cleaner vehicle discount from December 25, 2025.

It stated: "From this date, all vehicle owners, unless in receipt of another discount or exemption, will need to pay to enter the Congestion Charge zone during charging hours."
