Scobie claims the King told Prince Harry he would make the titles official in early 2023.
He adds that the subject was then mentioned causally to Harry by the monarch's press secretary the following month.
A friend of the Sussexes told Scobie that the couple "see the way their children are treated differently" to Prince George, Princess Charlotte and Prince Louis, which is "hard to feel comfortable with".
The Royal Family updated their official website to reflect Archie Harrison and Lilibet Diana's new titles in March 2023.

The Duke and Duchess of Sussex released a statement addressing their children's new titles.
The couple said: "The children's titles have been a birthright since their grandfather became Monarch.
"This matter has been settled for some time in alignment with Buckingham Palace."
Archie and Lilibet's royal titles will be used in formal settings.

At the time of King Charles's accession, a spokesman for the monarch pledged to update Archie and Lilibet’s titles on the Royal Family website "as and when we get information".
