Ex-New York Mayor Rudy Giuliani surprisingly endorsed Kamala Harris in a GB News interview, as he warned Joe Biden is "mentally incompetent"

The US President, 80, is coming under increasing pressure to stand aside ahead of his 2024 re-election campaign amid growing concern about his age and after making a number of cringeworthy blunders.


However, the 46th President is keen to serve two consecutive terms in the Oval Office and could face Republican rival Donald Trump in a re-run of the last election.

Giuliani warned Biden's deterioration could necessitate the use of the 25th Amendment to enable Vice President Kamala Harris to step in if the Commander-in-Chief's inner circle believe he is incapacitated.

However, the 25th Amendment is more commonly used when the President temporarily relinquishes power over a medical matter.

It was used when Ronald Reagan underwent colon cancer surgery and when both George W Bush and Joe Biden received colonoscopy treatment.

Speaking to GB News, Giuliani said: "I personally think it’s an outrage and kind of a sign of how corrupt our government is that he’s in office at all.

"I can’t imagine that there isn’t a Democrat in Washington with enough love for this country to demand that he be removed from office for mental incompetence."

Biden made a number of gaffes during a recent trip to New York for the UN General Assembly meeting.

He appeared to accidentally say the United States and China need to accelerate the climate crisis.

The 80-year-old also tumbled into a flagpole and bizarrely left the stage alone as he held a meeting with Brazilian counterpart Luiz Inacio Lula da Silva.

Giuliani, who warned Biden's capabilities have worsened over the last four years, also made an astonishing admission about what should happen in the White House.

The 79-year-old explained: “I believe she [Kamala Harris] has been his in part biggest saviour. If he had an even roughly competent Vice President he would have been out a year ago.

"For some reason, he has terrible approval ratings, hers are worse. But I think we have to be guided here by our constitution. The constitution basically tells us we have to remove from office a man who is mentally incompetent.

"We can’t set the precedent that we are going to let a senile person whose brain isn’t working sit. She has her oddities and she has strange things about her but as far as I can tell there is no allegation she has any mental illness.

“If I’m going to be true to our constitution, I would say he should be removed under the 25th Amendment and she should be President. Even though she is probably the last person I’d want to see in that job. It’s more consistent with our laws and a much better precedent for the future.”

Biden and Harris were elected on a joint-ticket in 2020, giving the former Californian Senator the constitutional right to succeed her boss.

However, the pair seem far from popular with American voters, with Real Clear Politics showing Biden's net approval dipped to -12.4 per cent.

Harris' net approval is even lower than Biden's at -15.7 per cent.

Despite running together in 2020, the Vice President's allies reportedly mobilised to quell dissenting Democratic Party voices who are calling for Biden to bin Harris ahead of the next election.

However, the former New York Mayor suggested Biden's inability was taking its toll on the world stage as China is now looking at surpassing the United States as the globe's superpower.

Giuliani, who also launched a scathing attack against the 46th President over immigration, said: “America is a critical country really to counter the very nefarious and sinister influence of China. China has terrible designs on the world.

"They even tell us by 2048 they want to be the predominant power in the world. They are doing a kind of Hitler military build-up right now, they’ve got a larger navy than the United States. That shouldn’t have happened.

"That would not have happened under Reagan or Trump. I don’t think that would have happened under Clinton.”
